Abstract

The local educational development evaluation toolkit is a means to help monitor and evaluate local educational development, including: an analytical framework; set of educational criteria and indicators; the method of calculating the educational development index; and practical data collection toolkit. In which, PEDI is estimated on the basis of summing up the estimated values of 6 component indices of the Education Analysis Framework, and each component index is estimated on the basis of education indicators. The weight of the components depends on its effect on people's satisfaction with the quality of education that their children receive. With test data for the 2019-2020 school year, Ho Chi Minh City has the highest PEDI, followed by Thai Nguyen and Hung Yen
