Abstract

The main purpose of this study is to uncover and explain the suitability of the context and choice of policy instrument in implementation of the food security policy. This policy instrument is a concept to fill theoretical gaps in collaborative studies that can change the behavior of actors that support the effectiveness of the program. This research uses a qualitative case study to uncover and explain the phenomenon of food security policy. Based on pattern matching and time series techniques, collaborative public programs (food security) do not run effectively because the actors' strategies each carry out their programs and control their resources. Besides, the government as a collaborative leader does not design a policy instrument for the actors involved in the program so that the program does not run effectively. This shows that the policy instrument is a determinant factor for the success of collaborative public program.
