Abstract

In state management activities, the relationship between central and locality is one of the factors that describe the state regime, political regime, society. In fact, there are many forms of state management on the world such as hierarchy, dispersion of power, centralization... and the choice of forms is dependent on the characteristics of the political regime, economic, cultural and social characteristics of the communities in each country. With each form of state management above, the relatively independence of the local compared to the central in the sense of decentralization, is shown and has certain differences in each country, requiring leaders to pay attention to research, apply it appropriately. In this research scope, the author focused on analyzing the practice of decentralization in state management in Vietnam combined with comparisons with a number of countries around the world. The author conducted research by using qualitative methods through the collect, analysis of secondary documents. The research results have contributed to showing the theoretical framework of decentralization; practical point out the advantages and limitations of decentralization in state management in Vietnam. From the research result thereby, the author suggests issues that need to pay attention to research and innovated to continue building a lean and efficient state apparatus. The research results obtained are not only meaningful for the author, but also for the managers when get more scientific information for research and policy making.
