This study aimed to develop an e-learning integrated teaching material to support the digital literacy ability of elementary school students. The teaching material model was designed and developed through an in-depth theoretical review process by considering the characteristics of elementary school students. It was an R & D study using the development models of Dick and Carey and Hannafin and Peck. The feasibility test stage was conducted using theoretical and empirical validations. The results showed that the teaching material model feasibility was categorized in the excellent criteria. In the effectiveness test stage using SPSS IBM Statistic 25, the experiment class (the class using the teaching material development model) average score was higher than the control class (the class using the school-based teaching material). Therefore, it concludes that using the teaching material development model leads to better student learning outcomes.
