MONITORING AND EVALUATION BASED ON THE RIGHT OF SELFDITERMINATION: EVIDENCE FROM INDIGENOUS PEOPLES EMPOWERMENT IN JAMBI, INDONESIA

Abstract

This research aims to describe the monitoring and evaluation of the empowerment program for indigenous peoples based on self-determination; and improving policies and empowerment program for indigenous peoples. This study uses a descriptive method with a qualitative approach, on the grounds that it is not easy to quantify, because it relates to views, expectations, motivation, and perceptions. Data collection by studying reports on the implementation of activities at related institutions, regulations, work guidelines, instruments, and relevant notes. The interviews use a list of questions to the management staff of the Directorate of Remote Traditional Community Empowerment, the Ministry of Social Affairs (D-RTCE), with the program executants from the Jambi Province Social Service and the Sarolangan Regency Social Service, traditional leaders and groups are interviewed along with Suku Anak Dalam tribe members in the empowerment location; and field observations, carried out by visiting places of activity, existing facilities and community activities. The results of the research prove that the monitoring and evaluation of empowerment program is carried out not based on the right to self-determination. The monitoring and evaluation team dominates all activities starting from planning and implementing monitoring and evaluation. Therefore, the Suku Anak Dalam does not receive information, does not have a customary consultation process, and does not get involved in it. Numbers of research on the monitoring and evaluation of empowerment program have been carried out. Despite of it, the research on monitoring and evaluation of self-determination rights-based empowerment program, to the best of the author's knowledge is still very limited. This research has limitations because it was carried out in one empowerment location, so it is unlikely to be generalized. Nonetheless, the authors made suggestions based on the results of this study, so that the monitoring and evaluation of empowerment program is carried out based on self-determination rights.
