Abstract

The research on energy efficiency development policies for communities is qualitative research aiming to study government policies in the areas of public policy formulation, namely (1) state energy policy, (2) problems and obstacles of the State Energy Policy for the Community, (3) Guidelines for effective energy development policies for communities. This research was based on a qualitative research methodology with Documentary research and key informant interviews, which were chosen in a specific way. The results showed that: 1. The government's energy policy in the past was a Top-Down policy setting, in other words, the state is the policymaker and the lack of detailed information that is the basis for making policy decisions causes problems and obstacles in achieving the policy objectives. 2. There are four major problems and obstacles in the state energy policy for communities; The policy does not truly meet the needs of the community. Policy issues lack community participation, policy issues are inconsistent or do not take into account the potential or available local resources. Problems with regulations, regulations, rules, procedures are complicated and inconsistent with the development of energy for the community. 3. Guidelines for effective energy development policies for communities are as follows: It must meet the needs of the community to achieve sufficient energy consumption for livelihood. It must be able to ease the burden of the government on budget expenditures. Raw materials and resources must be analyzed to produce energy in the community that meets the needs of the community. The technology must be selected to produce energy that is suitable for the community. People in the community must participate in the production of energy for their own use from the available energy.
