Abstract

Protection for workers is an obligation and responsibility in reducing work risk through occupational safety and health (K3) programs as a preventive measure for the emergence of workplace injuries and various diseases caused and work relationships and anticipatory actions when work risks occur. To protect workers' rights, the government sets the basis for the policy and the Law of the Republic of Indonesia in the provisions of the Republic of Indonesia Law No. 1 of 1970 concerning Work Safety in Article 3 paragraph (1) regarding the requirements for work safety to prevent and reduce accident. Further regulation is regulated Number 13 of 20013 concerning Labor in Article 86 has the right to get protection consisting of occupational safety and health, morals and morals, behavior in accordance with human dignity and values and religious and moral values, conduct in accordance with dignity and human dignity and religious values and the right to welfare. The application of work safety as stipulated in Law Number 1 of 1970 is regulated in the Government Regulation of the Republic of Indonesia Number 50 of 2012 concerning the implementation of the Occupational Safety and Health Management System. Riau Province Regional Regulation Number 4 of 2013 concerning Services, Placement and Protection of Labor in Riau Province. This type of research is sociological legal research that focuses on the effectiveness of law enforcement in the community by using primary data. Based on the results of the study it can be concluded that there are still many workplace accidents experienced by workers who should have received protection from various events that can befall and interfere in the implementation of their work. For this reason, there is a need for personal protective equipment (PPE) in the field of construction that is used to protect a person from accidents or hazards that may occur in construction projects, the application of work safety management systems, there are companies that assume that the application of SKM 3 will add costs or costs to companies, while those who violate the provisions of occupational safety and health (K3) can be threatened with criminal sanctions.
