The process of harmonizing national legislation with the rules of international humanitarian law is considered one of the most important national measures undertaken by the High Party states to the conventions of that law, because it expresses the true intention of those states in their earnest endeavor to put the provisions of international humanitarian law into effect at the national level, as Issuing new legislation and reviewing and purifying the existing ones pending the regulation by states of IHL conventions has clear implications that do not bear any doubt about the extent to which the acceding states seek to fulfill their contractual obligations.
